A study completed by the state DOT in May determined costs for the state's portion of I-73 could range from about $2.8 billion if built this year, to $3.4 billion if construction is delayed until 2025.
The State of South Carolina has issues of having a surplus of funds to pay for construction, organizational issues with its Department of Transportation, and its General Assembly creating additional taxes.
Another issue is that upstate SC had been trying to divert funds that were originally set aside for I-73 to other areas of the state. Myrtle Beach didn't take kindly to that.
Either way, there's a much better chance of SC building their part than VA building theirs. Transportation funding here tends to heavily favor Northern VA, followed closely by Hampton Roads. The rest of the state just gets the leftovers. There's just no political will for it here, unfortunately.
I think NCDOT should focus on I-73 from Rockingham to the SC state line, rather than north towards VA.

South Carolina has three major projects ongoing and planned:
Interstate 85 and Interstate 385; Greenville County
Interstate 20, Interstate 26, and Interstate 126; Lexington and Richland counties
Interstate 73; Horry, Marion, Dillon, and Marlboro counties
IMO, it really shouldn't be that much new road work for South Carolina, just upgrading Hwy22 and Hwy 501 to Interstate standards. North Carolina upgrade rest Hwy 220 near Ellerbe and portion og Hwy 1 to the I74. Both of those highways already share the same interstate for a good portion in this state already.
Now I see how the deadline is plausible.
