Not surprised to see NY at 15, as the crime in the cities here can be avoided. Especially in Upstate NY.

I dont know why CQ Press always presents its ranking as 'current year' data but in actuality they are using data FBI data from the previous year. This is actually 2009's ranking-2010 isnt over yet and the FBI hasnt released data for this year yet.
