So for this summer, I want to go on a road trip on a nice coastal town and city; some place with board walks, boats, sailing, lots of people, restaurants and bars by the sea, etc. I vaguely remember Annapolis Maryland, from a few years back, being like that. Any other suggestions?

Annapolis is on the western side of the Chesapeake Bay not the ocean. List below is on the ocean. Chincoteague island is just off the shoreline in the Atlantic. All tree listed below are close to each other, all three on the Delmarva.
Dewey Beach, Delaware.
Ocean City, Maryland.
Chincoteague, Virginia

Hyannis MA isn't bad, neither is Provincetown RI.

Newport, Rhode Island and Annapolis, MD are far and away my favorites.

I would also look at Newburyport MA, Portsmouth NH and Portland ME. All nice little cities and towns with nice waterfronts and a good vibe in the summer.
