I really like access to the beach/ocean (at least w/in easy driving distance), so not having that would be something of a detriment to me. That being said, I'd live in:
Nashville: Great city. It's distance from the ocean is one of its few negatives in my mind.
Washington DC: think this counts under your definition, even though I don't think it is technically landlocked b/c you can take the Potomac to the Chesapeake Bay and Atlantic Ocean
Atlanta: Definitely landlocked, but w/in a pretty easy drive of the ocean.
Charlotte: same as Atlanta
Having lived in CT for nearly 30 years, I think access to the ocean is extremely overrated. Not to mention, almost all of it is owned and occupied by rich people who often pass it down to their families.
I agree, here in Boston. You can have spectacular lake views from such places as Burlington, VT, or Chicago, or Madison, or Milwaukee. Just because a city is oceanside doesn't mean that it, or the view, is nice...

great big ships and barges head south down the Mississippi from St Paul all the time but who knows where they might be going...I suppose South St Paul
Actually, it appears that the common definition of landlocked is being completely surrounding by land or in the case of a lake, no direct access to the sea. As Eschaton stated, the Greats are navigable to the Ocean.
