It also depends on your definition of "visited". Drove through on the Interstate, or stopped and saw the state's attractions? Huge difference.
How many foreign visitors stopped in Indiana longer than it takes to throw coins in the toll-basket? How many "visit" West Virginia on I-70, which goes through ten miles of the state?
My guess would be North Dakota, Nebraska, Iowa, Kansas, Arkansas, Mississippi, and possibly Alabama.
