For example, education salaries typically don't benefit from modern booms, so if you work in that field you could pretty quickly be shut out of a place where COL rises quickly.
Several of the cities on that list are also booming in specific sectors, but aren't really as appealing for others. For most appealing all-around cities, I'd probably opt for Denver/Mpls/Raleigh/Atl. Seattle would be higher but COL and traffic are significant low points.
When I think boom-town, I think places that grow by 40% in 3 years, like Williston, ND; and usually these booms are followed by a bust. That said, I wouldn't really call any of these cities "boom towns".

I was also surpised that Williston was not includd….it seems the definition of boom town.

I think that the smaller Florida cities are more appealing to retirees.
