Minnesota is pretty lukewarm towards football. Nobody pays attention to the Gophers, and while the locals like the Vikings, they fancy themselves more of a hockey state than anything.
Yeah, football isn't a huge deal here, especially high school football. In general, high school sports aren't a primary focus for students, but hockey games were the big social event at my senior high...particularly because we had a really good team that won the state championship multiple times.
Maybe just a little...but we do have people like the OP around who are so starved for attention and so uptight that they swear up and down that people here are trying to shove a football down their throat everyday. There's plenty of people who don't care...plenty of other things to talk about and do...plenty of other channels to change to. Unless, for some odd reason, you just WANT people to know how sick you are of how THEY spend their leisure time.
Most of the West Coast cities, I'd say. Seattle maybe excepted d/t their team being hot right now, and Oakland loves its Raiders, but otherwise you can live up and down the West Coast and not be engulfed in sports fever no matter the time of year. Hell, look how long L.A. has gone without a team, and the lukewarm support of most of its citizens in getting a new one.
The Niners are the biggest team on the West Coast, but you didn't mention them. I don't believe there's that big a difference between fandom in Seattle (which actually prides itself on boisterous fans more than any other NFL city) vs any other NFL region. In every single city (yes, even Green Bay), there are tons of people who do not give a crap about football.
The OP is likely long gone, but I might suggest a place like NYC, which has a million and one things going on, and a million of them don't involve football.

Ill add this too, better avoid the Big Ten country as well, almost as die hard up there. Avoid serious football devotion and still be in USA??? Maybe Hawaii or Alaska? still gonna find it there but maybe not as fanatical. Parts of New England possibly but then there is the Patriots. Why on earth would anyone hate football??? Sounds almost like hating America and small children.
College football and NFL is life. I like MLB but no sport on earth beats football its a way of life everywhere now.
