Which major have the best facilities for sport fishing within the dense urban area?

St. Louis comes to mind -- the state of Missouri maintains 40 free public hunting and fishing access locations within 25 miles of the Arch. There are also a few in Illinois.

Minneapolis has a lot of lakes within the city.

In Florida, no license is required to fish in salt water while standing on dry land, nor in fresh water using a cane pole. With plenty of opportunities in Miami and Tampa areas.

It's easy to find places to fish in metro New Orleans.

Baltimore is very close to Chesapeake Bay (some of its suburbs are on the waterfront) and the region also has a lot of rivers and lakes where people go fishing.

I would say Miami, Tampa/St Petersburg/Clearwater and New Orleans (in order of metro size) would lead the pack in the continental US. All have access to deep sea, intracoastal/bay and lake/freshwater options within city limits.

Seattle is surrounded by places for someone to go fishing. Lakes, rivers/streams, massive inland sea, ocean only a couple of hours drive away. It's all here.

I think a lot of folks would rattle off Minneapolis, but honestly, the fishing in southern Minnesota isn't all that great. Generally, further north you are in Minnesota, the better the fishing gets.

Miami, Ft Lauderdale, Palm Beach and the surrounding city's on up to Ft. Pierce is a main base of operations for the offshore sportfishing community. In the winter there can be some very good sailfishing in South FL. There is also good inshore and back country fishing as well and lots of smaller ponds as well as Lake Okeechobee for freshwater bass fishing.

As mentioned the Baltimore/Annapolis area on the Chesapeake bay is nearby to good rockfishing.

And you can't leave out VA Beach as it is among the absolute best offshore fishing in the US for marlin, tuna and dolphin (mahi). I say VA Beach because the fleet there is based right in the middle with OC, MD about 100 miles above it and about 50 miles south is Oregon Inlet, NC and a little south of there is Hatteras. VA beach is also right at the mouth of the Chesapeake and nearby there is some very good fishing for rockfish, red drum (redfish), speckled trout, bluefish, flounder, cobia and many others as well as some winter time giant bluefin right off the beach with the rockfish.
