I feel like this list gives a very strong bias towards air pollution and not water or ground pollution.

NYC is pretty dirty but not as dirty as it used to be and I dont consider it a polluted city. In fact it has gone "green" in recent years. NYC in the last few years I feel has really made an attempt to clean itself up

I know, I've been there... but it's still clearly much more polluted overall than DC if one has spent any time in either place recently.
