Some of the upper Mountain West states have pretty loose laws. Sparse population with Old West mentality. From what I've heard from people from Montana or Wyoming; they don't need emissions testing on their cars. They have open container while they drive, etc. It's still pretty empty and free up there.

Yeah maybe that's why some the "cool" states are having massive out-migration of population.
