I'd actually have to say weather. Regardless of how good the economy gets in Fairbanks, Alaska, I would never move there. That's probably the reason that wages are so high in Alaska, and the government pays you annual checks live there despite collecting no state taxes. I'd consider Hawaii over Alaska anyway, even though Alaskans are richer.
I said OTHER, because, it should be: Condition of the City's (or town's) infrastructure. That includes both hard and soft infrastructure.
Condition of roads, water and sewer, internet availability, emergency services, zoning and transportation types etc. etc. are very reflective of the whole community. A strong infrastructure demonstrates good economic conditions, a functioning political system, good land management, and etc. Streets and buildings which are in good condition can also demonstrate something positive about the weather!
Cost of living because I don't want to be living with low income or middle class people.
