Despite its reputation otherwise (mostly by city hating folks) I've always found NYC to have more than enough friendly people to make any visit enjoyable- you just have to bring up your more aggressive personality to keep up with theirs. Also, Atlanta is a pretty friendly city.
I've not really been to Dallas or Houston for any length of time but most Texans I know have big, friendly personalities so I can't imagine that presence not being felt in most cities there.
Other: Minneapolis, because all my friends live there and there very nice people, plus its a city where strangers talk to each other on the street and everyone has good manners
Perhaps it's not a statistically-significant sample yet, but how on Earth would anyone suggest that Chicago is friendly? Chicagoans are, to a man, rude beyond belief.
Their grating nasal accent and predilection for Mario moustaches doesn't help.
