I was looking for the city that would most likely have the best scene for an Industrial Metal band (think Marilyn Manson or Nine Inch Nails) today. Does anybody have any ideas?

I think that Industrial Metal is not considered the "in" thing these days and it has passed. I think if you look online like at meetup.com you might have some luck but it's rare to find music like that popular anywhere these days. Many Americans tend to love the same thing over and over, and everything has only 15 minutes of fame then they like disappear and aren't remembered.

Look at this page, I think it is a travel guide for people who love Metal music.

I took a quick look and saw if you look in the North America section, there are many bars in many states, but I saw New York and California have a lot. NYC alone has many Metal-like clubs in it.

In the US I'm thinking the mid west. Cleveland or Chicago. But as mentioned those scenes were not even that huge in their hey day(except for a select few), so even less so now. You may need to go to Germany.
