As a new arrival, I'd say Philly is doing very well. Who, exactly, is ignoring Philly? Doesn't seem to be the busloads of tourists parading around. When I lived in Houston, most folks don't distinguish between the cites in Bos-Wash and don't give any of them a thought, so I would say they are equally ignored. Sine I've arrived here, some folks seem to feel Philly is overshadowed by NY (and those people are mostly C-D regulars). I actually don't care if NY and DC ignore us - I ignore them pretty much everyday, as well.
