I want to spend the summer by the beach, but I'd love a place with a little culture (a mixed race place, preferably liberal, some artists, funky types as well as business folk and tourists) and not just a trashy tourist spot. I want to be south of New Jersey.
Please recommend the East Coast's best beach cities/towns. I'm not up for the hardcore body-perfect Miami scene.
I've spent time on North Carolina's outer banks. Pretty and nice people, but not much culture aside from tourism.

I'm not aware of places where you can get both. As with most things we want in life, it seems some compromises may need to be made: live in an enjoyable small city and drive to a nearby beach town or vice versa. IMO, most of well-know large beach towns are trashy - Ocean City (MD), Va. Beach, Myrtle Beach. Most of the smaller cites with some of the amenities you are looking for are quite near but are not beach towns themselves (Charleston Savannah and Wilmington (NC) are such great towns I've seen recommended so far).
I'm not going to sell myself as knowledgeable about every place along the east coast, but in addition to those places already been mentioned, I may be in the minority, but I find Norfolk has a nice mix of culture (Va Beach is your paired beach town). Rehoboth Beach was also a good recommendation, but while it is "sophisticated," I wouldn't call it cultured - it is two hours from the nearest big city. I suspect there may be other towns like Rehoboth I'm unaware of, if that type of place floats your boat.
One thing I don't know abut you is where you are from. If you have never lived south of Jersey, you need to get ready for some pretty oppressive summers. I lived in tidewater Virginia for two years (Norfolk - Va Beach metro). The humidity is a 24 hour thing in the summer. it only gets worse the further south you go.
Why the south. Try some of the Fire Island (long island) communities.
