The local animal control number is 970-226-dogs. They should be able to answer these questions.

There are no limits on the number of domestic pets a household can
own, other than they must be “properly maintained in a healthy condition
without presenting a health or safety hazard to the owners, keeper or
others and without constituting a nuisance to the occupants of neighboring
properties.” This means that the number of animals a particular property
houses is directly correlated with the degree of potential problems, such as
odor, sanitation, and health and safety issues for the animals and
surrounding properties.
