There is a Ford factory service bulletin related to this code. I'm going from memory and will have to check it to make sure, but if I remember correctly Ford recommends flushing transmission and resetting check engine light. If the light re-illuminates with the same code, I believe they condemn the entire transmission. Again, I have to check on the second part so I could be wrong there.
The solenoid is buried deep but if it has failed it is less expensive than replacing the transmission.
Have you had any repair or maintenance work done to it in the last year? I had a customer the other day with an Escort come in and another shop had installed the wrong transmission fluid.
More than likely you are not experiencing any adverse driveability concerns, I'll bet the car drives just fine. What is at issue here is fuel economy. The TCC solenoid actuates the torque converter clutch (go figure). This is a component that (basically) "locks" the torque converter and thus the transmission to the engine speed at highway speeds. The purpose of this is to make the engine work less hard and thus consume less fuel. This is one of the reasons you get better fuel economy on the highway. But you are not getting better economy on the highway because of this problem. So if it turns out to be affordable, fix it. If the transmission ends up being condemned, do nothing and drive it until it gives you real driveability problems.
