how strange. that means there really is no difference between the red right arrow and a red light. So why even have the arrow?

I was wondering the same when I lived in NC and found out that it was legal to turn on them. Why not just use a normal red light?

A waste of tax payer money? another light has to be paid for by us for no real reason.

Honestly I don`t know and it does not say on that site.

I just got a citation of 158 dollars for turning right on a steady red in a photo enforced zone in Miami Gardens, where there are no signs of do not turn on red. The only visible sign is about a 100 ft before the intersection that reads "Photo enforced signal, including right turn". Does this sign means do not turn right on red? I safely made the turn. Is it illegal in the state of Florida to turn right with this sign?

You have to come to a complete stop at the white line before making the right turn. You may have done that, but maybe you did it too fast. I'll sit for ten to twenty seconds or so before turning at a light like that.
