My boyfriend and I are planning on moving somewhere in Florida at the beginning of this coming year, but we have a few things we're looking for.

1. A decent public transportation system is crucial! Although I know in general, FL doesn't have the best pub transport systems to speak of, my boyfriend hates to drive and would like something reliable to get him to/from work.
2. A good massage therapy school/a college or university with a decent massage therapy program. I am pursuing a certification in massage therapy, and also a degree in business so I'll need something close by for such a hands-on program.
3. Not Tampa or Orlando! I'm open to Clearwater and Saint Petersburg, which are close to Tampa, but I've lived in both of these cities and don't care to relive the venture.

These are the only super big requirements, any and all suggestions are welcome!

Thanks guys.

I'd recommend St Pete. It's becoming a young city in terms of population and has a lot going on in terms of things to do and a cost of living more friendly than Miami for your situation since one of you will be in school. St Pete seems to have a pretty decent transit system and while people may scoff (it along with many other cities in FL) do run their transit systems on a timely/lengthy enough schedule to allow your BF to commute to/from work or other activities. Many just find themselves "too good" for buses in general and as a result what you may have heard is based on that very unscientific observation.

Yea St. Pete is becoming a nice up and coming city for young professionals who are looking to start their careers and has made many smart moves trying to attract a good educated populace.
