[SIZE=4]I have been plucking my eyebrows for 15 years
I want to grow them back
Will they completely grow back the way the once were?
If not how can I get them to grow back naturally I can not afford a doctor at this time?
Also, how can I get them to grow faster seeing how only 15% has grown back in 3 weeks since my last tweezing?

Just stop tweezing them altogether. Yes - you will look prtty grungy while they are growing back, but you must resist the urge to pluck, tweeze, wax, or thread. Just give them a few months without doing anything to them and they will usually grow back. Them, once they are thick and full again, have them professionally waxed or threaded, and only pluck or tweeze once a week to get the strays that grow in the waxed/threaded area ONLY.

I think eyebrows grow well past 30 .... But yes I agree, with the letting them grow out. I have heard that certain moisturizers make your newly waxed hairs grow back faster... Not sure how true it is
They should grow back... I'm sure it will not be a beautiful sight as they come back in - a little here, alittle there so you'll have to stick with it to get to where you want to be I think

Yeah, haven't you seen those old men with the crazy eyebrows that are 2 inches long and grow in every which direction!!!
