I use Witch Hazel. Cheap and gentle.

Dickinson’s has alcohol and is nice. The generic brands are strongly scented.

The thing about a very high alcohol content, it’s drying. And it seems like it works, but it makes your oil producing glands kick it up to overdrive. So you get oilier.

Another vote here for Witch Hazel.

I use it daily. It's mild for cleansing around my sensitive eyes, too. No burn.

For the past several years I use flower waters. The ones I buy now are from Cortas. I use both the rose and the orange blossom (neroli). The orange blossom is better for oily skin, but harder to find. I love them. They may, however, not be as strong as you are looking for.

If so, I too would vote for witch hazel. Gentle but effective.

I would just use plain alcohol. I have problem skin (prone to acne and pimples) and don't have an issue with dryness. The OP said she doesn't have any issues other than her skin feels oily. Alcohol evaporates and doesn't leave any residue. I've found witch hazel didn't do it for me.

Another thumbs up for witch hazel. I like Thayer's alcohol-free rose petal witch hazel.

On hot days, when my face is oily and feeling bad, I want to cool and de-grease it without washing or rubbing it, which can just make things worse. I don't have sensitive skin or any skin issues other than feeling oily. Any recommendations?

Stop drying your skin out. Astringent is making your skin produce more oil and too much of it to counteract the drying. Just splash ice water on your face or soak a washcloth in ice water and pat your face, neck and behind your ears. It sounds like you are not wearing makeup so you won't ruin it.
