I agree that the dress material will ride up under the belt due to no loops. As I said, I wouldn't wear the belt because it's a dropped waist cut. I don't care for the look of belts on drop waist clothing.

I know belting drop waist dresses and gowns is common these days, a lot of brides wear a decorative belt on their drop waist gown but it's not a look I care for because it divides bodies into sections.
I think it depends on the body type. On some bodies, having a waistline or belt at the "natural waist" can cut a person off and make them look like they're wearing an empire-waisted dress/top. It also depends on what "drop waist" means to that particular garment-- does it mean the waistline is lower than the natural waist and nearer to the hip line, or does it mean an extreme drop waist where the "waistline" is below the top of the hips and possibly even at the tops of the thighs?

The drop waist on this particular dress looks like it will hit right about the hips and then the ruffly part will flare out a bit from there. I would never pair a belt on a dress like this. Leave the belt off and let the dress "swing." If it fits properly there should be room for the dress to move easily.

It's hard to tell when the dress is laying flat, but it may need a belt to keep it from looking too boxy.
