The first thing I thought of, if you want to name her 'look', is "crackhead chic".

She doesn't look healthy, hair is unkempt and needs a root job, and she's wearing scruffy sneakers.

Not even a leather jacket can fix that mess.

That's the style nowadays I wonder if I rolled outta bed looking a hot mess if people would label me a model and tell me I looked radiant!.
