Actually, there could be a bit of truth to that. Cover your neck > limit sun exposure > sun exposure causes aging > less sun exposure = less aging.

Wearing long sleeves is always a suggestion for reducing skin cancer risk.

The OP is talking about wearing a scarf with a winter coat. It has been my experience that sun exposure doesn't play much into that.
