Get him a proper pair of dress shoes and make sure his attire matches it. Why am I thinking you would love to see him all "decked out"?

Eh, this time of year being fashion-conscious goes out the window. It's all about comfort and keeping cool. Keep in mind you'll be dealing with wall to wall people with a heat index often around 100 degrees and stifling humidity. For all the major tourist destinations like the monuments, Smithsonian museums, National Gallery casual attire (shorts with sandals with good foot support) will suffice. A pair of nicer shoes would probably be good if you're going to a nicer restaurant or an event at the Kennedy Center.
We live in Colorado, and my 58-year-old husband has never been the most fashion-conscious guy in the world, to say the least. He owns one pair of tennis shoes, a few pairs of western boots, hiking boots, and sandals. His dress "shoes" are dress boots!
We are now, however, planning a trip to DC and it is going to be hot, but we want to know what kind of shoes would work well with shorts and Dockers and be comfortable enough to walk around all day on hot concrete and still be nice enough to wear out to dinner at a nice (but not really fancy) restaurant.
Any ideas?

I agree with the Sperry Top Siders and Rockports. I own leather Sperry Top Siders and just bought a pair of Rockports. I would stay away from the Top Sider colored Bluefish 2-Eye. I would wear those with long pants, not shorts. You can wear the Top Siders with shorts and no socks, but I wouldn't recommend it if you are going to do a lot of walking. Washington can be really hot and humid in the summer. I would recommend a good pair of running type shoes and change shoes for dinner. They don't have to be actual running shoes. Many of the running shoe companies make a walking shoe in a similar style. See Walking Shoes - Men's Walking Shoes | Road Runner Sports Wear them with socks so you don't rub a blister. A blister could really make it difficult to continue walking around.

Washington is kind of funny, because it's a big tourist attraction, which generally means people dress very casually, but it's also the capital. I think you're looking for two different things. I suggest the best idea would be for him to wear sneakers or some kind of light walking shoe during the time you're walking around, seeing the sights, etc., and then go back to the hotel and change into something a bit more formal for dinner. It all depends on where you're eating, of course.
I'm not sure I'd go with the boat shoes as comfortable for walking around. Most of them don't have much cushioning, so I wouldn't want to spend an entire day walking around in museums, etc., wearing them.
