Putting makeup on Biggie Smalls' eyes (look, professional, thin)

Ok, the title is a bit of a misnomer, but I have a friend who has eyes like Biggie Smalls. We have been looking for some helpful tips on the Internet, but have come up short - perhaps due to not using the right keywords or something. How would someone apply makeup to make Biggie Smalls' eyes not look so puffy or droopy? Is there an answer short of surgery?
