I doesn't mean a particular race to me, just someone without pale or relatively light skin (which isn't just whites). So the person could be white, black or yellow, and if they have a relatively darker tan to them (compared to others in their race) and they are tall and handsome, they're tall, dark and handsome to me. It's not a phrase exclusive to white people, IMO.
I havent heard that phrase in forever but ive always pictured a tall white man with a deep tan. To me "dark" doesnt necessarily have to mean ethnic (hope im using the right word there).
If you are legitimately wondering if you're using the right word, just say "non-whites". Then you're not classifying all non-whites as "others" and whites as the main people or standard by using "ethnic" to refer to non-white people. That's if you're legitimately questioning the word. Otherwise, carry on.
