What Western or Central European city(ies) has a relatively high standard of living and a relatively low cost of living, all the while being a fun, safe (relatively), and enjoyable place to live?

Not interested in Southern Europe or Mediterranean cities.

Berlin. Best bargain in Europe as far as I'm concerned.

If you're interested in moving east a little bit, Vilnius, Riga and Tallinn all offer a civilized environment for not much money, especially given the economic environment now.

Thanks for the responses. So Berlin seems to be the consensus top choice - what city would come in second?

I second Berlin. Very nice city with a vibrant nightlife, pretty liberal people and good restaurants.
You should also look into Hamburg, smaller then Berlin but still a big city (1.7mil in city, 4mil in metro) with tons of things to do.

Another recommendation goes to Amsterdam, where the fun never stops.
Legal prostitution, legal marijuana and mushrooms, legal to possess ecstasy if you're going at a rave party. What more can you ask for?
