I'd say southern europeans age quite well if they don't indulge into too many vices like smoking/drinking. I hear the English and Irish age terribly.
Probably not the Southerns. The sun is most aging, cause wrinkles. Melanin is produced in skin specifically to absorb parts of the light spectrum that damage DNA and other cellular components.
In most cases the answer to this is very simple. You are what you eat and drink. Cultures that eat little to no processed foods will win every time. Alcohol, cigarettes, drug use recreational or hard core, lack of sleep lifestyle these will all critically impact aging. Living in the city vs living in the country in terms of exposure to pollution levels also impact aging. Skin care is important too.
Generally most European women age gracefully, because they watch their diet, don't fool with plastic surgeries and botox, and dress with style. You will never see a woman with oversized t-shirt, shorts, and flip flops on the street. Aging women are confident and comfortable with their age. They don't try to dress like teenagers, show cleavage, wear poorly fitting or sleeveless clothing. They wear clothes that flatter their bodies, regardless of trends.
I always found French women looking very classy at any age. They know what to expose and what to hide in order to always look the best. Slim body, great posture and classy clothing will make most women look younger than their age. However, I can't say that people in one country age faster and look older than in another. There are some that take care of themselves, and some who not, but most look pleasant and pretty fit.
