Russia gave up its ISS obligations because 1) they want their own station and the ISS contract expires soon anyway 2) because the ISS, or at least the Russian module of it, is old and shows quite some wear and tear. They have spent a lot of time looking for and fixing leaks recently. Leaks can be fatal up there.
I think that the main reason is the deadlock in negotiations between Roscosmos and NASA on inclusion of Russia in the American international lunar program. Roscosmos does not have the same budget as NASA, so funding for the ISS will be completed to implement its own manned program (with prospect of a flight to the Moon).
That remains to be seen. Mars itself isn’t attractive in its current state, but there’s a case
of potentially terraforming the place. Releasing greenhouse gases on a dead planet is a lot better than doing it here on Earth. It’s clear that all the big space players have their eyes set on both the Moon and Mars. Just last month, Russia and China signed a memorandum saying that they’ll build a joint Moon base. Whether that actually pans out is another story, but there’s clearly a lot of interest.
As far as manned space flight outside of the Solar System, that does seem far fetched at this point. There’s always a possibility that humans discover new ways to traverse long distances. Wormholes have been proposed, but as of right now, they are theoretical.
By the way, Venus is a more interesting planet in terms of terraforming. It is hot because of the carbon dioxide atmosphere. But if you deliver algae there, then it will convert carbon dioxide into oxygen, the atmosphere will become more transparent and temperature will drop.

Roscosmos is not engaged in launching probes far from the earth (there are problems with electronics), but nevertheless Roskosmos has a large number of satellite in low-earth orbit (military and civilian).
