I was wondering, is there anyone who would know the procedure/policy regarding land transfer in Ireland?

Here in the US, you just have a piece of property surveyed, divide it up and put the piece of land in whoevers name you would like.

Does it work like that in Ireland also?

Do you have to get permission to build (Outline Planning Permission) before you can have a piece of a parcel put in your name?

What if you just want that piece of land in your name and not develop it? Is that possible?

FYI, County requirements proving citizenship, etc. have been met.

I really appreciate any help.

im nearly sure it works the same over here. of course you will need planning permission to build. the only real advice i can give you is whatever county the land is in look up the planning section of there website. this page might be of help.
