Things started to turn around BEFORE the surge began. The turning point was when the Sunni's had had enough of the Al Queda butchery and came to the self-realization that Al Queda was NOT their friend, so they turned on Al Queda, first in Anbar, then all over. The surge added support and emphasis to what was an internal Iraqi event. I'm hopeful that we'll be able to pull out a lot of our forces and send forces to Afghanistan, where they SHOULD have been all along.
Politically, Bush and McCain see the writing on the wall from Obama's trip to Iraq and are trying to pre-empt his message, an old political ploy.
Meanwhile, whether or not the surge "worked" will be debated for quite a few years. It will be a generation or more before we really know.

And that decision should be based on the agreed to benchmarks which are evaluated by the GAO.
There is no doubt it worked - with our brave troops in the forefront.
No matter how much the kook-left wishes it not to be, screeches it just ain't so, by all accounts it has succeeded.
It much be terrible to be a member of the kook-left. They hate the military and all it stands for, these are the people that spit on and denegrate our servicemen in their anarchist rallies. To wake up every day with such vile hatred is beyond comprehension.
Of course, anything that is good for "W" and America, they just can't tolerate.
The surge occurred at a time when things were finally changing in a direction that we approve of, i.e., Sunni's turning on Al Queda.
The surge gets partial credit, not full credit, for today's improving situation.
Al Queda simply packed up and went back to Afghanistan and Pakistan, where they are making life miserable for everyone. Again.
