Then what was Guiliani saying about the numbers?

He said the # of votes exceeded the # of ballots.

I think we have a misunderstanding between what G said, and what the PA web sites reports.

The description of each group of voters must be made clearer.

There must be an explanation for the variance between G's #'s and the PA's web sites.

I think eveyone here may be right, and Guiliani.

3,088,123 > 2,629,183.

Thus, the # of requested ballots was greater than the # of returned ballots.

It's really really sad I have to even explain that.
