Trump could tie federal funding into cities agreeing to new police training methods & community oversight panels for local residents to monitor policing in their areas.

He wanted to make a better healthcare system (Repeal and Replace!). Another thing he "made up." I thought Trump was going to make North Korea denuclearize. Haven't seen much movement on that either. Actually Trump said from the very beginning of negotiations that North Korea may never denuclearize.
And throughout the process Trump kept emphasizing that negotiations may not end well and that we'll see.
