Yes, and of course two states have done just that. Obviously, it's not a very satisfactory solution though, since the disproportionate weighting in favor of small states would still exist. And if the GOP is going to stick with a red-state strategy, then there's no real reason to push for apportioning electors - you'd want to keep the winner-take-all approach rather than forfeit, let's say, one or two Texas electors to Austin and Hispanics. On the other hand, in the event of its defeat and reconstruction as a much more moderate centrist party, the GOP might become competitive in the coastal cities (or rather, suburbs), in which case direct election is the only way to unlock those Republican votes stranded in Boston, Seattle, LA, etc.
