Yes, he said that but on Jan. 22, he said that safety-net programs have “massive overhead,” and that because of the cost of a huge bureaucracy “very little of the money that’s actually needed by those that really need help, those that can’t care for themselves, actually reaches them.”

So which is it? Are the programs a waste or do those living in poverty have government assistance programs to fall back on? I'd like to see a debate about this with Mr. Romney on one side debating Mr. Romney on the other side.
