I have no problem with it, as long as it is voluntary.
If the parents want their kids to carry the card, OK. Then, if a parent wants to know where the kid is, they can phone the school, which has has the computerized system in place to read the cards and locate the student on behalf of the parent. That's an efficient and constructive use of centralized technology to good purpose.
Two criteria need to be met, for me to approve. 1) The school has no power to require any student to carry the digital locator card---that's for parents to decide, and 2) The school is not authorized to locate a student who is outside the school grounds, unless requested to do so by an authorized person, such as a parent or law enforcement. In other words, the school can't just troll for kids who have left and headed home, and see who is going where. Such as to see who is in whose bedroom together, which would be a serious violation of privacy that should never be tolerated in a free republic.
If those two conditions are met, I think it is a useful tool to enable parents who wish to participate, to locate their children before and after school.
I, as some of you know, am a strong advocate of minors having a fair degree of personal privacy and control over their own lives. One thing I like about is that after school, a kid can say, "Hey, my mom thinks I'm gonna be studying at your house this afternoon, so here, take my card." Level the playing field.
