You cannot prosecute anything. Only the Dept of Justice and the Attorney General can prosecute criminal activity. You can sue in civil court. If you think a crime has been committed your first call should be to the agency that would bring a case to the Attorney General's Office- such as the Securities and Exchange Commission or the FBI or the DEA or ATF.
