I think it depends on who wins. If McCain wins, I could see him keeping Paulson. If Obama wins, I expect someone from Warren Buffett's circle.

It's a cabinet level position. That means that usually, a new Treasury Secretary is chosen with a new President.

Paulson announced at least a month ago (sorry, no link) that he was NOT interested in staying on after January 20, 2009.

So the answer is - YES, by his own choice.
