I've seen this many times in Bulldogs. You need to get him to the vet, as it can be one of many things (allergies, hotspots, etc). These things are generally easily treatable, so the sooner you get him to the vet, the sooner he'll start to feel better.

And since you're in Costa Mesa, go to Dr. Butchko in Riverside. He is a Bulldog vet and only sees Bulldogs. He's absolutely wonderful with the breed, and quite possibly the best Bulldog vet in the country. You can also contact the SoCal Bulldog rescue and ask Skip for vet referrals. I know they use Dr. Butchko mostly, but there are others in OC that they use as well. In fact, I'd send these pictures to Skip and he can probably tell you exactly what it is.

My goodness! GET HIM TO A VET! Bulldogs have a TON of allergies and it should never have gotten to this point, poor mite!

My Westie has lots of skin allergies and itching. He ended up with a skin infection from all the scratching - which required an antiobiotic; steroids; special medicated shampoo; and allergy medication.

I also had to search for a food that had fairly limited ingredients and none with a lot of the fillers that even people have reactions to (like corn).

We keep it under control now by bathing more often in a cortisone type shampoo; claritin or Zyrtech when we see him starting to scratch and face rub; and put a little fish oil in his food to help with inflammation.

I think your Vet should get a handle on this right away. He looks miserable with it.

Let us know what you find out!

Whatever you do, DO NOT BUY THE DOG FOOD YOUR VET RECOMMENDS!!!

Instead, buy a good quality kibble. Preferably one that is grain-free. Blue Buffalo, Innova, Taste of the Wild, Wellness, Solid Gold, and Chicken Soup for the Dog Lover's Soul are all top quality kibbles. Most vets push Hill's Science Diet, which is one of the worst kibbles on the market today. That is because they know virtually nothing about canine nutrition.

Poor Puppy - no harm meant, but how did it get this bad so fast? I'm with the others, a vet visit pronto before an infection sets in.
