Unfortunately this isn't just happening in NY. It happens all over the country. It's passed from one department to another, nobody knows and nobody responds. Sad.

VERY SAD!

I think if anyone has a Facebook Page this should be put around (I don't have one) I am sure if an animal lover such as myself doesn't know about it, others don't either.
It needs to get to the attn. of the public esp. New Yorkers.
