It sounds like you are asking why there is a decrease in students over the past decade. One reason is that the population, in general, has aged. Another is that many of the younger residents are putting off childbearing or are having smaller families.

I read like someone suggesting the decline is shrinking as in beginning to level off?

Other than a few outlier districts like Northville, Novi and South Lyon, enrollment decline is a problem across the entire state. The school aged population is smaller than it was in previous generations. Its a huge challenge for districts given that funding is based on the number of pupils in a district.

Young couples cannot afford to have children. Day Care at the YMCA costs $1200 per month for one child. They either give up 50% of their take-home income by having one parent stay at home, or they give up 1/8 of their take-home income for each child in Day Care. Delaying does not help as this places the providers of Free Day-Care (the Grandmothers) in their 60's.

My wife and I have 5 grown daughters...4 with kids.
3 kid mom (my middle daughter)...stay at home mom. But sneaking back in the work force soon as 2 kids are in school and the third is headed to preschool soon.

4 kid mom (wifes oldest daughter).....works 2 or 3 12 hour shifts a week (overnight) as a nurse.

1 kid mom (my oldest)...baby born end of February...just went back to work. She works 3 12's one week then 4 12's the next.

1 kid mom (my youngest).... baby born June 3 planning to be stay at home mom. (was a nurse at UK Hospital Lex)
