Sorry to say it looks like Va. is a bargain compared to De. I had the same question regarding NY a while back and the diagnostic office gave me this page.

Don't blame Beebe or Delaware for this one. All of these copying charges are the result of the HIPAA laws that went into effect in 2003 and were the "final straw" in my decision to retire as from my position in healthcare administration. (I was headed in that direction anyway, but HIPAA was the final impetus!) While these laws do have some benefit to the general public, they created more paperwork, busywork and red tape than you can imagine. When I was assigned the task of going to survey every computer screen in on every nursing unit and department to determine the correct size and angle for the appropriate privacy screen, that was the day I pulled the trigger on my early retirement plans and put in my paperwork.
