I make around 45,000 and am single. Can I reasonably afford to live in places like Plano or Frisco if I rent or purchase. Is Collin County one of those areas that is a more socialized mix of incomes and not just dominated by wealthy people.

Yes you can live in Plano or Frisco on that income (depending on your other debts), just in a less desirable area. It's not unsafe by any means, it just won't be the pretties places in CoCo.

Maybe. Right out of college in 2007 I was making the same. I was able to rent a 1 bedroom apartment for about $700 in Frisco and I had a car payment at the time too. I didn't have any student debt or credit card debt. I didn't go out to each much and I definitely didn't travel or spend money extravagantly.

However, that same apartment in Frisco is probably at least $200 more a month now. If you have any other debt it might be a tough stretch.

Also, you need to realize that rents are going to continue rising. So with a stagnate income, you would be needing to move after a few years as your rent will go up year to year for the same unit.

The east and central parts of Plano have older, smaller homes that are still affordable. The lots often have large trees.

Same with Allen and McKinney.

You can DEFINITELY rent a good apartment on that income. I know plenty of People paying $1K for a one bedroom on that income and being fine.

McKinney is a great example of "mixed income housing".

Well, except West of 75. That's mostly rich folks.
