Most of the time, the IP address that the Internet sees is assigned by your ISP. You can change the address on your PC, change how your router assigns addresses, etc., but your public IP address will still be whatever your ISP assigns. (Caveat: Not 100% true. I know one ISP that assigns a block of 5 public IP addresses to each customer, but that is extremely rare.)
Comcast and Verizon (possibly others too) both assign IPs dynamically via DHCP. You can get a new IP whenever you want by starting a new lease.
My favorite VPN service is hide.me, no one uses proxies anymore. I even use it for Bit torrent apps. It tunnels everything you load on your computer through their servers.
They are consistent and reliable, I've used them in particular for a couple of years now. Canada and Netherlands are two of my favorite locations to tunnel through.
