I just built a computer. It has 16 GB of ram. If I allocate ALL 16 to minecraft, will I not be able to allocate more to sim city?

I have never seen a reason to allocate memory manually. Windows does a decent job of this, by default. With 16gb of RAM, you are extremely unlikely to run into memory problems, unless you are running several or more memory intensive apps simultaneously.

If you insist on reserving memory for Mine craft, I would not reserve any more than 4gb or so. Reserving too much memory is like buying an aircraft hanger for a go cart. No need to reserve so much space.

Most of my 400+ video games don't even touch 4GB of memory.

Good point. But with 16gb, why not dedicate 4gb to a certain game?

You can't use the entire 16GB for any program (or game), Windows needs it's share to remain functional.

Because it's pointless, especially a game like Minecraft that won't come close to needing that much.
