Just a registry hack, where you add a audio device to the list of device drivers to be loaded when machine is running in Safe Mode. As others indicated, it makes no sense as Safe Mode is a diagnostic/troubleshooting mode so why would a rational person want sound? If there is a problem booting in normal mode, then sound is the least of your worries imho.
Pointless... that's about the only response I could come up with.
