It's probably that old Autoplay "feature" that was in Safari. Try to disable that autoplay feature in Safari. Going forward, if might help if you start using "Private Browsing". Anyway, a quick search finds:

Open a Finder window. Select your Home folder in the Sidebar on the left. Now open the Library folder then the Safari folder.
Move the LastSession.plist and the Downloads.plist files from the Safari folder to the Trash.
After doing what fastninja500 and Helpingpeople29 have said, reset Safari. Checkmark all the boxes in Reset Safari (found under the Safari menu, left top corner of the menu).
Or... see if there is simply a pop-up window behind the main content window. Chances are an ad loaded behind the main window and that is what you are hearing.
Command + ~ will cycle windows, or go to 'Window' in the menu bar and see what's open.
Sounds like an ad window in whatever home page you have set, like if you have Yahoo set as your homepage or some other news service? It's so annoying but I don't think it's a virus.
Try setting a blank home page. I do that in Google Chrome.
I have noticed a couple "voice only" ads recently. A still ad picture with a voice ad message coming out of it with no audio control to stop it. When it's done it doesn't repeat and there are no more new ones. So now I have my computers volume on mute when I surf lately.
