Yes and no. Food at grocery stores is exempt from state sales tax (2.9%), but may or may not be exempt from county and local sales tax. Many areas of Colorado have total sales taxes (state, county, and local) of over 7%-8%.

One look at the above will tell you why Colorado is considered to have the most complex, byzantine sales tax system in the United States.
