You mean like Rudy sleeping in the football team locker room at Notre Dame in the movie Rudy?

Triciajeanne, it depends on what kind of business you are talking about. Zoning codes in most places allow what is called a "home occupation" with restrictions about what kinds of businesses you can have in a residence and how they can be conducted. Such as a business can only take up a certain percentage of your residence, and you can't have any employees working there who don't live there (some places allow one employee).

On the other hand, living "inside the place where you work" could be much more difficult. Some city/county codes allow a residence at a business for the business owner or for a caretaker.

Not necessarily. I'm in P&Z in NM and due to water issues, zoning is pretty strict.
